City Committee To Look At Options For City Wide Clean
Not A Traditional Cleanup This Year

Jamestown, ND (KCSi-T.V. News) -- The Jamestown City Council's Police, Fire, and Public Works Committees met Thursday evening, at City Hall. Mayor Liechty was absent.

The committee received an update relating to a porta-potty situation in the yard of an occupied residents in the 800 block of 4th Street Southeast. Police Chief Dave Donegan says the City Attorney is working on the issue. The matter was tabled until next month's meeting.
The key to the waste water treatment plant requested by Rental Store owner Duane Barth was discussed. The city has indicated to Barth the City Council passed a motion to issue only one key. City Administration Jeff Fuchs says no updated paperwork has been supplied to the city relative to Barth's usage. Fuchs says Barth has not returned key copies he had, or supplied a certificate of insurance to obtain a license. Fuchs says the locks have been changed, and the facility is now locked 24/7 for security purposes.
The committee recommends the City Council amend city policy to allow access only during regular business hours, 7-a.m. to 3-p.m., by contacting staff, and deny Barth a key to the facility.
The Fire Committee recommends awarding a bid for the purchase of a new 1500 gallon per minute fire pumper to Heiman Fire Equipment in the amount of $347,136.
The Public Works Committee recommends approving a change order in the amount of for the seal coat, patching, construction and reconstruction district #09-41.
The committee recommends approving, an agreement for engineering services for designs and permitting, relating to the expansion of the existing sanitary landfill and adjacent 80-acres, and to approve an engineering agreement for the expansion of the existing inert landfill.
Also recommended was approval of McElroy Additional development project in Northwest Jamestown. The committee recommends approving plans and specificiations and starting the bidding process, as approved prior by the City Council.
The Public Works Committee received information on fitting replacement on the "Cavendish Forcemain," pending the scheduled outage of Cavendish from July 28-August 9. The work started last Thanksgiving weekend will be finished, with plans and specifications for additional fittings. Bids to be let as soon as possible. City Engineer, Reed Schwartzkopf said, Cavendish was to shut down production Thursday evening and Friday morning to make emergency repairs to the system.
No action was taken by the committee at the meeting. A Special City Council meeting will be held, to approve the bids. Cavenish spokesman Greg Allen told the committee, Cavendish is currently doing some pre-treatment of waste water, and may consider, in working with the city, additional pre-treatment.
The committee considered a draft resolution relating to requesting the State of North Dakota sponsoring a long range study of the James River. City Engineer Reed Schwartzkopf said the city and county should look at asking the State take the lead in the initial study with the State Water Commission working with the Corps of Engineers. He said the North Dakota Congressional Delegation has suggested the study. He says the potential outcome of a study is a dam management program and permanent levees. The committee recommends the City Council approve the resolution.
City Councilman Nygaard brought up the possibility of adding the parking lot across from the Gladstone Hotel for paving, along with the other three city parking lots, in the upcoming project. A mill and overlay is planned, along with new fencing and lighting, and taking out the concrete structures. The committee recommends approving.
Whether to hold city wide clean up this year was discussed. The traditional week in May was not held this year, as city crews were busy with the flood fight issues. At Thursday's meeting, Councilman Schulz said residents have asked about having a cleanup week. Schulz suggests he chair a committee to look at option of having an amended cleanup, possibly opening the landfill on weekends, for residents to bring items to, and to have volunteers do the pickup, in lieu of city crews doing a week long clean up. Sanitation Foremen Bill Snyder said summer help will be gone by late summer to help with a traditional cleanup week. He suggests September this year would be good time for the modified program. Schwartzkopf suggests hiring a contractor, or an emergency reponse cleanup organization assist those not able to take items to the baler. The committee's consensus is to hold a similar cleanup program be established, with a committee weighing options and suggest specifics at the July Public Works Committee meeting.
Discussion on the East Business Loop Resconstruction Project, included comments by City Engineer Reed Schwartzkopf. He says the status of the project, includes NDDOT requests, including sending a letter to Dr. Pearson at the Veteranary Clinic addressing issues of the project.
Schwartzkopf said issues include sidewalk location and size, and reconstruction versus an overlay project. He added a dollar impact is not know at this time, along with assessments to property owners, with options unknown at this time. The NDDOT suggests Council discussion and action on specifics of the project. A protest level of property owners of at least 75 percent is needed to, offically, stop the project. No formal action was taken by the committee.
